On 20 October 2015 the consortium of Budimex (95%, leader) and Ferrovial Agroman signed with the Zielona Góra Division of the General Directorate for National Roads and Motorways a contract for the construction of the 13.3 kilometre-long second carriageway of the S3 express road from Nowa Sól to Sulechów. The net value of the contract amounts to PLN 158 million.
The S3 express road section to be built by Budimex will run parallel to the existing western carriageway of the S3 within Zielona Góra, Racula and Niedoradz.

Budimex will also be required to implement the target signage of the S3 express road on the two carriageways, and to exchange the wearing course on the existing carriageway. The investment will be completed within 22 months from the day of signing the contract (excluding winter periods from 15 December to 15 March).
The S3 express road forms part of the international E65 route along the Trans-European Transport Corridor. S3 runs longitudinally, from the Świnoujście-Szczecin sea ports in the north, along the western border of Poland to the border with the Czech Republic.
